China. Their deliberate destruction of dams in the 1938 yellow River flood was a scorched earth attempt to limit Japanese advancement which had little effect, but nonetheless this one act killed almost 900k Chinese.

This kind of proves that while the "Peoples" Republic of China is doesn't value human life. The Chinese in general NEVER HAVE.
