No, of course not. Their evolution is distinctly later than Africans. They just happen to be dark due to their closer proximity to the equator. If you notice, there's a general trend in skin color: the closer to the equator a people is, the darker their skin is likely to be. This is because of the strong sun and the melanin in the skin helps prevent skin cancer. Meanwhile, the further away from the equator, the lighter the skin will be. This is because the sun is weaker and the body needs to soak up better all the sunlight it can to make Vitamin D. Lighter skin will admit more sunlight into the skin so as to make Vitamin D.
The actual ones are , then there are all these others who claim to be aboriginal , a proper full blood is certainly black.

The Australian ones, yes. Those first three aren't aboriginals though, they're Melanesians
In skin color, yes. But they are also the most distant genetically from black Africans.
