That's absurd. If you actually READ the bill, it would be obvious why the rejected the bill.

You seem to not understand how Washington DC works. It's incredibly common to take a bill that is supposed to do one thing in the beginning, and the opposition will insert a "poison pill" amendment, so that if the bill passes, the party that pushed for the bill in the first place is going to lose big in some other area because of the "poison pill." That's exactly what the Democrats did to this bill, which means then the Republicans either decline to pass the bill - which the Dems then spin as "the Repubs were never serious in the first place" - or they pass the bill and get totally screwed by the poison pill.

Imagine you were a doctor, and you were pushing for a bill to reform insurance reimbursements for medical procedures, and your bill made it to Congress, and made it far enough through the process that it could actually reach a final vote - but along the way, they'd added an amendment that would tax doctors' incomes at an 80% federal tax rate. Do you pass the bill, and totally screw yourself and your fellow doctors on your incomes forever, or do you decline to pass the bill and lose out on the insurance reform? THAT is exactly how DC works.
