More or less it was the Cia orchestrating the whole thing. Kennedy wanted to get rid of or downsize the Cia. Kennedy was against a lot of things the other parts of the government didn't like that. They wanted to conduct a false flag attack to provoke Americans into war and Kennedy shut it down.
