back in the earlier 2000's... a leader of the cartel of Los Zetas was captured by the armed forces in somewhere in Central America, armed forces cannot prosecute, so they had to present the captured leader to the authorities, the government

the authorities were quickly met with a decision, because the Cartel told the government "either you release our cartel leader, or we are going to wipe entire supermarkets and kill every civilian we can"

needless to say that the cartel leader was not prosecuted and went away free

not so long ago, one of the sons from El Chapo was captured in Northern Mexico... and his faction of the cartel gave the authorities the same deal... you either release El Chapito or else

the Cartel had, not only the families and the housing of armed forces surrounded and ready to be wiped, but also a lot of other civilians in the crossfire who would also end up being goners... again, the president of Mexico said "not today" he was not willing to let a massacre to happen that time ( El Chapito was captured later, by the same government)

this is the situation in many cases, for most of the authorities and the armed forces in Mexico

except, for the Marines... or the Mexican Navy

they do operate under different rules, and along with elite forces... they only respond directly to the president, and most of the times, they are allowed to kill in site and at sight, against the cartels, of course

it's never pretty, and it's never nice... and sometimes there are casualties that should not have happened, it is very, and extremely rare but some of them still happen

and it's just how the Mexican armed forces had to learn to deal with these situations and 90% of the times they're really good at it

if you check at this video... minute 0:16, right there... a red SUV, a civilian driving among the storm of bullets between Armed Forces and Cartels, lol but didn't got hit at all, was not targeted at all either
