I don't belive Vlad the Impaler brother (Radu the Handsome) whas brainwash, because Vlad grow up with him and they had been together in prison at Constantinople/Istanbul.
Vlad know what happen with his father and he know what the ottomans are doing to the country Walachia.
Vlad and Radu whas well instructed by the sultan.
In Romania we simply believe they had different personalities and preferences.
Radu preferred more stability, peace and whas more wake to drop blood for freedom. Him been more willing to pay the tribute, unlike his brother Vlad.
One whas scared by the father of themselves and theyr dad, will the other whas angry by theyr fate and revolted for his dad death.

In his day, Vlad the Impaler was certainly feared by the Turks, if that is what you mean. He was a genuinely horrible man.
