Diet is the simplest answer. If you feed your cats a dry kibble diet then that's likely to get stuck on/inbetween their teeth and cause tartare build up.

In the wild animals are chewing on various things which can clean their teeth.

I recommend getting silvervine sticks for your cat. It's like catnip except mods cats are affected by it, but it's also really good for their teeth as they chew on the stick.
