The following question doesn't fit but has 2 sides of the same coin: a, why is israel?

the following question has 2 sides of the same coin:

a, why is israel not building new settlements for the growing settler families in the west bank... considering the arab representative already REJECTED to negotiate due to "preconditions" since they won't give that land to arabs anyway, may as well use it!

b, why do i see news companies calling israel prime minister netnyahoo "far right" considering he has NOT sent the government to build new settlements in the west bank...
consider the big picture:

c, recently he is expelling a jew settlement while saying the typical two face politician talk that he supports settelement! while in action expelling some jews from settelements because "they did not do the process" but ACTUALY he is not DOING the sovereign process to EVEN make new settlements! that is barely "right wing politics at all" but the name calling is so absurdly inaccurate calling him far right.

i will tell you far right!
i would plan each month to offer arab representative mahmud abbas to negotiate and if he demands pre-conditions as he has until now...
START building according to local SOVERIEGN laws a NEW settlement near an existing settlement because arab rejected the offer so the land won't go to the arabs, so build! month after month...
in the west bank! that would be right wing politics.

why does netnyahoo not do that? and as above?
