Say he steps foot in Belgium or USA or wherever he goes to. If we all fly to Belgium, we then place him under citizen arrest because we all know these countries won't arrest him due to politcal reason and double standards of justice. Surely they can't stop all of us correct?

The ICC is a joke and has no teeth, nor should they because they're a corrupt organization that serves no purpose other than to legitimize bullsh*t. Anything less than the country itself arresting their own leadership isn't going to do squat. Which funny enough, Israel has a track record of actually doing, but there's a zero percent chance they'd ever hand over anyone to a foreign organization.

The law depends on country to country. But generally, no. It would be for the police, immigration, and organisations like Interpol to deal with.
