Forget about that. A planet killing asteroid hits earth less than once every billion years. Even the dinosaur size asteroid occurs only once every 200 million years. We track all the large asteroids and none even 10% of the size of the dinosaur asteroid will hit earth in the next 1,000 years. However, a super volcano or even more likely the return of the Ice Age could happen. The intergalactic warm period is due to end anytime within the next 5,000 years. Then billions will die in the Ice Age that will last 80,000 plus years. And, in effect, the USA will be no more.

I don’t know where you get your information, but nobody can see a millennium into the future. All of the great scopes on the planet can’t watch more than 17% of the sky at any given time, that’s combined. The rest is done with math. We could literally be hit any day now and we could have as little as eleven day’s notice. Every space program ever has invested a great deal of time, energy and money trying to prevent a problem you seem to think is beyond reason to even consider. Ell oh ell!

We get hit by small stuff (1 to 10 meters) all the time. There are millions of those. By mass any asteroid 10% the size of the dinosaur asteroid would at least 2 miles in diameter. There are not many of those and all all well tracked far into the future and most have orbits that will never intersect with the earth.

Being President doesn't give you godlike powers. The judiciary is independent of the Executive Branch. There are limits to the use of the NDAA.
