People need to hear language to know how to speak
If a person was born 100 percent deaf they won’t know how to speak at all because they have never heard any words
If a person was born not fully deaf like but partially 40 percent, 60 percent of 70 percent they can still speak. Even though their hearing is not at 100 percent they still know how to speak because they have some hearing to know how to pronounce words.

When you learn to speak as a child you're learning the sounds that make up a word b-oo-k, ch-ur-ch etc. If you can't hear to mimic theses sounds you can be taught the mouth/tongue positions, you'll be understood but won't sound quite right.
An example is the Scottish word loch as in Loch Ness. Most non Scottish people incorrectly pronounce it lock ness because they haven't heard the Scottish ch sound pronounced properly. It's not quite right but lock is close enough to loch to be understood.
They can still learn how to make sounds and say words by watching peoples mouths and tongues. It doesn’t sound fully accurate, sounds kind of like their mouths are half paralyzed, but you can still understand what they’re saying.
