I was told that by a visiting speaker to our high school. I believed it at the time but now I don’t believe it’s likely. I’m not omniscient but the odds that George Bush did it to vilify Iran is difficult for me to believe.

It's called a false flag operation. You stage an attack on your people and blame the enemy to use it as an excuse to convince your people to get into war with the enemy. It's a way to convince the public that the enemy has to be dealt with.
