Well, it's pretty much like everything else...
You are qualified and then earn a living at it.
Presidential historians are typically people who have degrees in politics and/or history, but may even have degrees in other things such as economics, law, or some other social science. And, these people usually write books and/or teach and/or are pundits.
Three examples of presidential historians who are often on TV are Dolores Kearns Goodwin, Michael Beschloss, and Richard Norton Smith.
Take a look at the people listed here; this is C-SPAN's 2021 survey about Presidents (Biden was considered).

Almost none of these people are household names with the possible exception of Richard Norton Smith although I did recognize economist Lee E. Ohanian, historian Jeffrey Engel who heads SMU's Center for Presidential History, and David Farber.
Anyway, you can look up the people there to get a sense of their backgrounds. Furthermore, C-SPAN's poll is not unlike Siena's. With so many people being surveyed AND the methods with which they rankings are compiled, the rankings have statistical merit.

@abc3643 There are no qualifications to become a presidential historian. Anyone can claim to be one. Yes, most are anointed as being one when they have degrees from liberal college's and get called one by their liberal peers or members of the well respected media. Then they get jobs working for Biden's Whitehouse (John Meacham) and have their hand picked friends meet with him (at the Whitehouse) and vote a guy that hasn't even finished his first term as president, was found to be unelectable for a second term, so his own party forced him to step aside, and has a 36% approval rating, as the 12th best president. Yeah, that sounds legitimate.

Obama, solely by being who he was -the first Black US President - had an effect of the world His election was symbolic of moving race relations forward in the world..
The Nobel Peace Prize Committee deemed that sufficient to bestow the award on him. After all, he was the first Black person who, by his nature, was able to win the election. I didn't think much of him when he initially campaigned but then I saw the effect he had... calming, intelligent, optimistic... He was a unifying force. Thus, he changed me too and I voted for him... twice. - 1 y

Although I did watch the Prime Minister of Israel Benjamin Netanyahu present his speech at the U. S. Capitol while the protesters were right outside burning our American ๐บ๐ธ flag right on the grounds of where the Capitol building is.
For the life of me I cannot understand how our government allowed such a protest to take place there and burn our precious American ๐บ๐ธ flag and NO ONE TRIED TO STOP THEM!!

The only thing Biden will be remembered for in the three or four decades in his last office was now wait for it no law or anything useful renaming a police station for a fallen police officer which is a nice thing to do. That is the extent of his greatness. His greatest flub was voting against civil rights

Yes, that was a flub looking back. It wasn't against civil rights, per se. This had to do primarily with bussing which was a big hot-button issue 40 years ago. A lot of people - including those who wouldn't consider themselves nor be perceived as bigots were against it. And, the idea of someone in Congress is to basically represent your constituency. His was overwhelmingly White in Delaware and bussing was not popular pretty much everywhere. Again, this was a major hot-button issue at the time. Let me know if you have any questions about it; I did live through those times and as a kid who went to school at that time, in principle, this would have affected me too except that almost everyone in my school district was white as the virgin snow. - 1 y

Actually, I was rather impressed by how Ipsos documented how they did the survey. A lot more detail than is often given in surveys. There was also, in part, protestation against bussing for the fuel costs after oil embargo. I think it was disingenuous but a lot of whites used this as an excuse. It had a major role in the stagflation of that era and people were PISSED OFF - 1 y
