Have you noticed if your buying a pack of panties/underwear it sometimes says “bonus pair”, “+1 free pair”, etc. Why sell it right next to the one with out the extra pair at the same price? And why include it in the first place?

You get it with a lot of items, just a typical marketing ploy. There is also the fact that during production companies can cock up, and you end up with wrong items packed etc, in this case those marketing ploy, people buy theirs over others due to the belief they are getting a better bargain.
So the free item is a lower quality like a free sample/trial
No you can do it as a loss leader to get people using your product, they still make a profit on all three just not as much, a bit like buying aftershave where they make a gift set the same price or cheaper than the standalone items. People see the gift set and think, bargain and buy it.
It's a marketing gimmick. Also their input costs on those plastic packages of briefs and panties are so ridiculously low that it doesn't really cut into their profits at all anyways.
At like $2 a pair over a million is a lot. I mean
It’s like shrinkflation a few ounces less adds up.
Because it makes you feel like you're getting a better deal
So do they actually sell the ones without the extra? It’s like why would you buy it.
I'm sure they do. It's just one of those silly marketing strategies
