Both WW1 and WW2 were responsible for things, however there are lower level items that are a direct cause of something. It’s like saying WW1 was why WW2 happened.
With the ending of WW2 some critical conferences occurred, Yalta, Potsdam (China involved), before these was the Quebec conference (Quadrant conference) in 1943, this set out the foundations for what would become the UN. Other conferences named fed into the formation of the UN and its 5 security members.
