Women and politicians both have real problems with taking personal accountability for their mistakes; she was both (though the latter really only accidentally). That's not to excuse Bill; he DID have more power in that situation, but she bears her share of the blame, too.

Man, remember the days when the big scandal was just the president having a dozen affairs? Not running roughshod over the Bill of Rights, or starting wars with other countries over them choosing to be next to countries that attacked us? I miss those days.

Same reason as everyone else who gets caught doing something immoral. They're deflecting guilt and blame. They try to pretend to be helpless victims of the evil ones. This is basic human nature and the reason we have so many false accusations in our society.
