Basically its a tax on someone, where regardless of weather or not said person made any money off of any investment or business.. Meaning said person could have made ZERO dollars off of said investment, or business, or they could have LOST money on said business or investment. They are required to pay a taxes on some government invented number of what they "Should" have made. Its literally a tax on money that doesn't exist.

This is the president that the leftists want. And no, its not limited to the top 1% of people. Its anyone with a savings.
