As we learned almost 8 years ago, it largely runs itself. So if the president wants to watch TV all day, every day trying to find something to rage tweet about in between endless golf trips, things carry on. Or if he wants to do absolutely nothing the final two months besides float ideas for overturning his election loss, the country can still function.
