There is most certainly a large black population in Georgia. North Carolina, and the southeast in general. Gerogia also has a large Hispanic population. I know all this because I lived outside of metro Atlanta. The Appalachian mountains extends into the south to around north Georgia. The Appalachia region, in general, is predominantly non-Hispanic white.

Well the Appalachians got hit particularly bad because of the mountains - forcing the clouds upward cools them and increases precipitation, making the flooding worse, and the mountains channel the water more narrowly. So the mostly white mountain folk got hit harder - doesn't mean they're being ignored.
