Why other countries can't have nuclear weapons when few countries already have them?

I read something interesting about this the other day. War, the guy was saying, can only be close to being justified if everyone feels the same threat. If you're going to force young men to kill and die for their government (not their country, as he correctly pointed out), then you need to share that burden with EVERY woman, EVERY elder, and EVERY child- and nukes do that fantastically well. If anyone has them, everyone should.
