In a lot of Latin American countries Both the law and particularly enforcement is rather lax. This means people are free to build their own homes and work almost any job they like.

Unemployment really is very much a Government forced and financed phenomenon one that use to be a crime it was soon uncommon a century ago before goverment outlawed soo many forms of work and paid soo many people not to.

It seems like it. If the government isn't helping them, their families/friends help them. One Mexican will have a small apartment or trailer and will cram 10 people in there, collecting a small amount of rent from everyone. If you're Mexican, you will always find a place to sleep

Because Mexicans take care of their family members and also aren't too lazy to work. They are also really good at being functional alcoholics and drug addicts.

But Biden/Harris brought that number up to 7,435 people per 3 bedroom home so yes there are many homeless Mexicans
