No comment means that for some reason the person does not want to start or take part in a particular discussion. The reasons can be different, for example the subject is too touchy, we don't want to argue, we haven't thought about the subject before, etc.
It means they don't want to farther the conversation

No comment means there's at least one comment. I was at my brothers house for dinner on Wednesday.

My niece, Bailey, was staring and praying something would fall on the ground. My brother said in a loud and stern voice. "No!" "No" is a tricky word. It can mean different things to different people. Bailey interpreted NO to mean she was begging from the wrong side of the table, so she just shifted positions. @dongie has a doggy named Cece. I bet Cece sometimes confuses the meaning of NO. I asked Dongie if Cece requires half of the pillow at night. Dongie said "how did you know?"

No comment or Comment-free is a phrase used as a response to journalistic inquiries which the respondent does not wish to answer. Public figures, such as celebrities and politicians, may decline to comment on issues they are questioned or have nothing to say about the issue at the time.
Usually they don't want to give any information or are giving information without detail.
If you asked someone if they have cheated on their spouse and got "No Comment" back you'd pretty much know they had but aren't giving you more.
No comment can mean anything the hearer wants it to mean. That's the beauty of it. The speaker leaves the hearer to dream or catastrophize...
No comment means a few possible things.
It could be like pleading the Fifth! It could not only incriminate yourself or someone else. It could be that you know more about something than you care to admit.
Or you might know something about someone else that you can’t prove and don’t want to tell anyone about what you might suspect.
Maybe you witnessed something that you don’t care to be involved in.
It generally means they don't want to talk about it. Could be for a variety of reasons: sad subject, they disagree with you, they legally can't talk about it...
When someone says no comment, I perceive it as a passive aggressive remark which basically says they disagree with me and are dismissing what I have to say but they don’t care to provide an explanation why.
That generally means they are thinking something negative and that's their way of being nice about it.
They prefer not to answer because they likely feel triggered by the topic of conversation and they'll likely give a heated response so they prefer not to hence "no comment ". Xx
They have something negative to say and don’t want to be rude. Or they are trying not to incriminate themselves. One of the two.
I take that to mean "I have my opinions but I don't see any benefit in expressing them."
I have something bitchy to say and I don't want to be hurtful. Or it's so dumb I don't know how to respond.

Could mean a number things depending on the situation. Could be a touchy subject for them. Could mean they have literally nothing to say. Or they could be guilty of something and don’t want to incriminate themselves.

Majority of times, they don't want to give their opinion so they don't hurt your feelings especially if its a friend.
Either they don't want to hurt your feeling, or they know if they speech their mind, it will become a fight

Most of the time when I use it, I feel the person is ill informed and a moron. I don't want to engage them in a conversation, so I use it then.

They do not want to answer the question for whatever reasons they have. Maybe they wanna keep somethin secretive. Maybe they are embarrassed. Maybe they just feel it's too personal to answer. The reason doesn't matter though to me, and I usually just move on. Unless it's under a flirty or playful context, they that's different.
