When did Trump talk about capping the costs, and why didn't he do it in his first administration? The autism thing is simple; there are more of them found because people are looking more and for smaller clues.

Trump spoke in multiple speeches on capping costs, he tried to in his first admistration but was blocked by Democrats sponsored by Pfizer. Remember when Democrats blocked the stop arming terrorists bill.
There's a lot of theories in regards to autism, but trump is right on finding out exactly why.
Biden had 4 years. Too busy covering up Hunter's many crimes.

The bill was signed into law by Biden in August 2022. It took time to negotiate (even if giving concessions to Republicans doesn't result in Republican votes), and laws have to leave time for affected organisations to implement the changes.

It was the best that the most right wing Democratic senators, Manchin and Sinema, would accept. Just like the ACA was nobbled by Liebermann. The US is the only G7 country that doesn't treat health care as a human right and the only one where medical bankruptcy exists.
