I am also a germaphobe, but it was so awkward. I was at an event for work, and this woman works with my boss kind of an auxiliary way. And it was plainly obvious I was putting my hand out to shake her hand, and she did not extend her hand. Very uncomfortable.

No. Read the fucking room, as not every person or culture views handshaking as "normal". The Easterners prefer a "bow", where others prefer warm words for a greeting instead.

Not everyone likes to be touched by strangers, especially women.
