Resources and wind do not care about politics.
Some areas burning have gravity feeds to their hydrants and homes surrounded by huge plant growth many decades old. Add in daily strong winds, mostly at night when aircraft fighters are downed, and nothing is stopping anything.

logistically difficult. be thankful no fire fighters have died yet. have to get out far enough in front to cut a fire line... which is nearly impossible in the mountains and with high winds blowing the fire everywhere.
