She was asked this question 4 different times during the presser which went on for about 90 minutes and she explained 4 different times that it will not effect payments to any individuals. She explained it was to investigate departments to root out waste and corruption. She cited a program that cost 10 million dollars to study the use of condoms in Gaza,
