It's certainly possible. The optics on Trump being involved would have been pretty bad at the time Project 2025 was being written. People like Vought tend to be working on multiple projects at once. Sometimes, many times; the different groups of people associated with those projects have nothing to do with each other. Plausible deniability goes a long way in those situations.

I know that there's a small amount of overlap between the people I work with on my different projects, but they're mostly separate.

I still hold to the belief that Trump has neither read Project 2025 nor had it read to him. That in no way means he doesn't want to do what Project 2025 outlines. We already know that most of what he wants to do is the same as was outlined in Project 2025, because he wanted to do those things in his first term. All Project 2025 gives him is a legal framework of how to do it. In contrast to Trump, most people who will make decisions around him have read or helped write it.
