It's really popular in California, but outside of that it's relatively uncommon. It's so pervasive in California, they try to normalize incest through their porn industry with all sorts of step mom, step dad, step sister role play. I had a girlfriend who had been sexually abused by her step father for close to 10 years, beginning at a very young age.

1. The only study mentioned by the DOJ that discusses incest was published in 1986, and as such is outdated by decades of cultural and legal changes. 101541 by D E H Russell.
2. The entire sample resided in San Francisco, a city that has been notorious for crime since its founding. Therefore the study, even if current, would not be applicable to women as a whole in California, much less the world.
3. The study was solely focused on women that were abused before the age of 18. As such, again, the study was not applicable to women as a whole, but only the 22% of women under 18 at the time of the study.
4. The study showed not that 1/6 (or 16%, as the study said) of ALL women under 18 are incestuously abused, but that 1/6 of women under 18 who are abused were abused incestuously.

In other words, you are knowingly making a false statement.
