They mention the how as well. There is a field your supposed to fill that tracks where the money goes. This field in the software was optional so employees simply didn't fill it and did unassigned transactions as a result. They fixed the software now to where this field is mandatory and can no longer be "forgotten".

So basically there is probably a paper trail which the agency actually uses to track payments that you can follow to find where the money went but DOGE is too lazy to investigate and simply gives up and declares it as "lost"? That tracks.

True. But DOGE has to request it and also process it which they probably didn't. Arguably they might also not have the correct access to request it.

@Syntosi I bet they did request it. Any auditor would ask if this essential field is empty how do you associate it with anything? If there is an alternative method or a good reason for it to be empty they would have gotten that back. Even if they didn't ask a defensive employee would have told them. So I think its more likely incompetent people didn't do their job correctly (or intentionally didn't fill. it) and that is now remedied for the future.

Having seen the work of DOGE I am far more inclined to believe the incompetence is on their side rather than on the bureaucrats side. Also, I find it fairly unlikely that said bureaucrats are not painfully anal about paperwork and record keeping.
