No because in the US people do not go backawards in politics. Just like if you graduated High School, you don't go back to be a student in High School.

But let's say someone (Trump or other) became VP just to control the Presidency... how would that be any different from controlling the Presidency from without actually being in government? Probably why those suspected of controlling past presidents weren't in government at the time.
