Britain. They have almost as much military power as France, but I don't like the way the French government is structured. It's basically a democratic dictatorship. The French government is so centralized around their president the only thing keeping France from being couped basicily is fear of the masses and goodwill.

Britain has many more checks and balances to preserve their democratic structure. They have nukes and a lot of them plus the worlds 4th biggest navy and while they're armed forces are small, they are some of the best trained and best equipped soldiers in the world. They have a booming economy, a large population, good power projection and a fairly cohesive government that can cooperate even when they bicker by finding middle ground. in my opinion they're the best contender. Not to mention from a strategic perspective? They're an island if they're the last line of NATO defense they can hold out the longest.

Who else is qualified, or even qualified to enforce the rules? No one but the United States. So, I guess the question is therefore moot. The US is the only one that can throw a big shindig that doesn't break the bank.
