yes, I think it's generally a bad sign with some short term positives. Suppressing free speech... in this case by creating fear, just sends people underground. There they are more likely to do greater damage.
EXACTLY why Police don't want to be involved in any immigration issues. It drives crime underground, unreported, increase gang activity and makes every interaction more likely to escalate and is a danger to those officers as a result.

That’s wrong, a greencard holder has to be convicted for a serious offense first to lose his residency rights. That’s why the courts already blocked his removal.
