No, I don't agree. Largely because the "best" or "worst" form of government depends on many things, including the size of the population being governed. What's best of 100 people is not the same as what's best for a billion people.
While Churchill did say something very similar to that, he did not originate it. He borrowed that from others.
I prefer:
"That government is best which governs least"
(No, this is not Jefferson who is often attributed to it.)
I'd change it to something like, "The best government is as close as possible to no government."
Dont understand it if it is subtext in English
