In 2020, California senators have 39,400,000 constituents while a Wyoming senator has 700,000. In the house each member has about 761,169 constituents. In 1790, a House member represented roughly 35,000 people.
In 1.4 BILLION people China, the National People's Congress (NPC) has roughly one deputy for every 700,000 people. This is based on a formula used to allocate seats, where 2,000 seats are allocated based solely on population & 1000 more at large & special reps.
In my home state new York:
The 2020 Census, New York state senators (63:total) represented an average of 320,885 residents & in the assembly (150) representatives represented an average of 134,772 residents.
In NYC, the city council an average member represents a district of approximately 160,000 people. The Council is comprised of 51 members, each elected to a four-year term.

Last I checked (been a few years), one representative in the US Congress was about 1.5 representatives per year of immigrants. So each year, 1.5 representatives are taken from lifelong residents, and given to people who just crossed the border. The district that I lived in for most of my life was simply eliminated after the 2010 census. My Congressman was fired and told not to run again.
As for the US Senate, the number per state stays the same, but the representation decreases.
At the state level, it totally depends on the state. My state has lost 9 US representatives since I was old enough to vote, while the population stayed roughly the same.
Senate is a cluster fuck. House is a regular fuck.

Exactly what I said, literally. Are you asking how this happens? The number of representatives is fixed. If the population of my state stays the same, but the population of another state increases enough, my state loses a congressional district, and the other state gains one.
The congressional district I lived and voted in most of my life was literally eliminated. Some other state gained a district. In my state, we have lost 9 districts since I was old enough to vote. The population has stayed roughly the same, while other states had an increase in population.
It really hit home when my very long tern congressional district was eliminated.

Water is a resource. You see it happening in south American countries where smaller states are left without water by larger greedy cities.
