I've noticed that, too.
The conservative people I know have black friends and treat them as equals, just like normal people. They have black band mates, love black music, affirm the contributions of black people to American culture, and acknowledge the.

But many latte-liberals I know treat blacks as something special, as if they are some kind of rare, endangered species. They almost grovel as if every black person is a celebrity.
Many woke liberals have advanced college degrees, come from the corporate world and are well off. They live in large homes in nice neighborhoods, often in gated communities. Yet they buy into "white privilege" and virtue signal their solidarity with African Americans even if they don't know any personally.
They think they understand "black" problems and culture, and how to fix them with empathy and conciliatory actions.
So, yes, the attitude of Democrats and woke liberals is paternalistic, similar to U. S. attitudes toward "our little brown brothers" in places it colonized. The implication being that they were not capable of governing themselves. They assume that blacks need special treatment instead of equal rights.
