In general no, but I suspect he could have had some Video editing/ AI involvement and creative drug/medication to get him through some settings. It was clear he was not functional.

It's an area where the President really needs to learn to shut up or present facts rather than promote crap. That's the problem with this personality and I can see why some think he is a hazard. Some will fluff off his BS but others will totally believe it and start new conspiracies.

I'm quite certain if that was true he could go arrest Biden or have him evaluated to prove it is not true.
