Yes - it's common here in Thailand. Not in high numbers, but continuously.
Reasons: Expats are expected to bring loads of money to the undertalented local population. Those who bypass the greed by trying the hidden ways are sent off once discovered.
Where - pay a local politician or police chief, and you are welcome again.
