Katrina was one of the most deadly hurricanes ever to hit the country though, so it's pretty hard to ignore a disaster on that scale - and despite all the media coverage, the government response was still extremely lacklustre, to say the least (it was also two decades ago). The Texas floods are getting extra media attention because lots of cute, photogenic white kids lost their lives. Most natural disasters won't get this level of coverage.

That's not at all true, they are in the process of being defunded but they were there in droves, and the only reason they are being defunded is because they cause more problems than having the local authorities take care of the emergency. The local communities need money from the federal government, which they get. The federal government hasn't taken any money away from disaster relief, in fact they've been giving way more than usual. Congress has set up funding for education using the tax dollars we pay in, and Trump has cut that, taking the money for his own use. Whether they are here legally or not, their treatment has been horrible for the last 5 months. I don’t know about you, but a life is worth much more than a piece of paper.
