Why does the business culture in Canada suck so bad?

For a supposedly liberal country, they're quite backwards when it comes to entrepreneurship. Venture capital firms, banks, accelerator programs, private investment firms, etc all gatekeep so only businesses that already have traction and profit can qualify. Unlike in America where they'd gladly offer funding to early stage startups like mine, even without a viable prototype nor primary research nor even financial projections. And then angel investors, government programs, and incubator programs barely give out any money and even then only to those that meet specific requirements.

Like honestly if I was down south, I'd be already a multi millionaire by now and in early growth stage or beyond, instead of seed stage and only a millionaire in theory via founder's shares. Thankfully though, the stock markets here do offer an alternative way to access large capital, but it requires me to merge with a CPC or SPAC and of course I'd be held more accountable than fully private entities. There's also some federal bank dedicated specifically for entrepreneurs and businesses, and they have equity investment program catered for deep tech.

But if I was doing any other business, I'd truly be screwed since there'd be no loophole so to speak for me to acquire a lot of money early on. Couple in the pandemic destroying many smaller businesses and many people being screwed over by mass inflation, so it'd be even harder to make money for almost everyone. If Canada has a very liberal government and society, it should be logical to conclude that it ought to have a very liberal economy too, but it doesn't. Not willing to take risks, having so much red tape, and so much taxes is why Canada isn't an economic superpower.
