The obvious answer is "No".

Admittedly, the Chinese scientists are apparently working on AI powered bots with artificial wombs, which would allow those bots to basically replace a huge number of Western, man-hating women without any damage to the demographics. However, it's much more likely that the issue China is actually attempting to solve with these bots is highly educated Chinese women supposedly not willing to "settle" for average Chinese men. Furthermore, it's not like those bots will be given away for free, so whether You want to have a biological or an AI girlfriend/wife, You will still need a bank loan. In fact, if You are extremely lucky (at least if You live in the West - it's not that bad in the East), You can still find a loving, caring biological woman without investing the kind of money You would have to invest in a bot like that. If You can find a biological woman like that, it is still a better option than a bot.

On the other hand, regarding women replacing men with the state, You are mostly correct. However, it should be noted that especially recently, there is actually a strong movement among women counteracting this tendency You described. I am sure You've heard of Shoe0nHead (I literally linked some of Her videos in my responses to some of Your questions). While I was away, I actually got deeper into Her circles, including numerous female VTubers reacting to Her content, and I have to say it looks like humanity is back. Those female VTubers basically agree with Shoe0nHead's takes, sometimes even voicing support for men on their own. Now, before You say they are doing it for the money (most of their audiences are men), I'd like to note that they are being accused of being followers of a certain Austrian painter I cannot freely name on GaG without risking a ban for simply having those pro-men takes and even receive death threats. While I am not naive enough to believe money plays no part in those women voicing those pro-men takes, I do believe they would not risk death (like what happened to late Charlie Kirk - we now do have proof that the man-hating left is capable of murder for disagreeing with them) over money if they did not believe what they were saying in the slightest.

Therefore, I think neither men nor women are "racing" to replace each other with some kind of substitutes. Both groups are developing such substitutes, but I believe them to be more like "nuclear weapons" of sort, to be used as a credible threat to be wielded against anyone attempting to radicalize either side further, than a viable plan to erase the other gender from their lives. Also, since we are getting this artificial wombs technology, the civilization would survive this trend even if it was real, at least demographically.
