They can! It's really easy.
As for the crowding, I assume that's mostly because of all the time spent dealing with make-up and having perfect hair.
With guys, we walk in, step up to the toilet, whip out Mr. Sticky, take a piss, put it back in, zip up and, if he's a really nice guy, he'll even flush the toilet AND wash his hands!!
Outside of maybe having to take certain measures with the toilet seat, I can't see what takes girls so much longer unless they're wearing pantyhose. Even that shouldn't take more than an extra 20 to 30 seconds to pull back up.
