The President can be made 100% ineffective by Congress if it has a super majority in both houses. So, no brainer: Trump and a blue Tsunami. Why? He'll be dead in a year or so, the VP would likely resign rather than try and work with a totally blue Congress, or resign for fear of being assassinated. That would put the Speaker of the House in as President, who would be Blue.
