Another problem is that every person who gets a little bit power in such countries gets ideas about being the ruler. This Noble Prize owner should better write her books because a dictator need to be a sadistic psychopath to be successful in such systems.

For the super rich debt doesn't matter directly. Money and public dept are just tool to obtain resources and real estate. What matters is lack of consumption caused by too high taxation of the pleb. The solution is to cause war because war allow special economic cruelties for the pleb. Elites get their profits no matter if the war is lost or won, the only option that hurts them is when their property gets destroyed or seized.
So much about bigger picture. Normie John Doe will gain zero benefits from seizing oil fields in Venezuela, but he can get a bullet while serving as soldier there to protect interest of people who don't care about his interests at all.
