Well Iran can try but that will make them a target even more while in development. Their other option is to put a side some of their differences with its closer neighbours and join a military pack like Turkey is doing with Saudi Arabia and Pakistan and maybe that could benefit them more even though Iran and Saudi are considered enemies.
