Not necessarily. I’ve had people who blocked me troll me afterward. Similarly, i have gone to answer a question only to get a message saying that i’m not allowed to post because i blocked them or they blocked me. It’s always because they blocked me though. I have never seen a post from someone that i blocked.
I have since made it a point to block them forthwith in order to avoid such shenanigans.
You can still circumvent the entire block system by posting anonymously. I’m pretty certain everyone can see and respond to anonymous posts.
