What I meant to say was he either has a ton of anxiety which would not be surprising or he has bipolar disorder which would also not be surprising or he has both of those things and something else even worse like some short and intermediate term memory loss secondary to dementia. The presence of all three things or more is also possible. It's all very scary given the fact that he has the amount of power that he still seems to have.
