The Iranian regime is so fractured that it is unlikely that anyone is in charge and very likely that some are wanting to have talks whilst others don't.

Van Hollen doesn't seem to have anything other than assertions that he cannot know anything about.

I am really surprised that anybody thinks negotiations and military strategy should be a town hall.
