of course not. that is not fair. in fact the higher tax bracket should pay SMALLER PERCENT because ten 10% of 15,000 is 1,500 but just 5% of 100,000 is FIVE THOUSAND. see? that is paying the rich guys fair share!

No. That would destroy any incentive to earn more. This has happened in UK. Many hospital consultants had a cap on their pensions, so they just took early retirement.
