When people like Ketanji Jackson say they are unable to define a woman, do they mean they are unable to know if they think trans "women" are women?

There is the biological definition, which is pretty solid based upon male/female chromosomes. Then there is the mental health definition, which is different.

We all exist along scales: sexuality, male-female ness, neuro normatives, intelligence. The only thing I can think about their trepidation in this area is that THEY haven't been able to define what makes a trans person believe they are female when they may present biologically male.

I would think the trans person has defined that for themselves, but the researchers have not found what they think it is.
