Why don’t people see the difference between ebikes and motorbikes for disabled riders’ rights?

I geard that the police and many people lime me are fed up with waiting for a law change.
Law is too far behind technology and coursing too much trouble.
Disabled people like me can profit from a twist throttle than a peddle one. Which the law does not allow now. But why not.
Because China America and Australia main manufacturers of ebikes, but not England.

I dont know the laws in England. In the U. S an E bike can not be above 50cc
And will only go 30 mph .

That is way to slow
Anything over 50cc you need to register it with the DMV and you need a motorcycle license

But there are ways to take a 50cc motor and make it go 70 mph but if the police catch you you're going to get a ticket LOL

For disabled people there are buses and taxis.

The non-disabled have rights as well. One of these 'rights' is traffic safety.
